News | Interministerial Group on Intellectual Property publishes the 2023-2025 Action Plan of the National Intellectual Property Strategy

On October 24, 2023, the Federal Official Gazette published Rule GIPI/MDIC No. 8/2023, which provides for the 2023-2025 Action Plan of the National Intellectual Property Strategy (ENPI), prepared by the Interministerial Group on Intellectual Property (GIPI).

The Rule comes into force on November 1, 2023 with the purpose of ensuring advances in the intellectual property system, contributing to Brazil’s competitiveness and social and economic development.

The Plan brings together 63 actions and 161 deliverables across seven areas of action. Monitoring of the Plan will be carried out through a Semiannual Report, prepared by the GIPI Executive Secretariat.

The goals established for the two-year Plan are:

1. Reduce the decision time for patent applications to 3 years counted from the filing date;

2.1. Raise Brazil from 6th to 3rd position in the ranking of countries with the most trademark registrations;

2.2. Raise Brazil from 12th to 11th position among countries with the most industrial design filings;

3. Increase from 227 to 450 innovation projects benefiting from mentoring and training in intellectual property.

Moreover, seven axes were established for priority actions, namely:

  • Foster the generation and strategic use of intellectual property (IP) in favor of the national interest to promote competitiveness and business development in Brazil and around the world;
  • Promote actions to disseminate IP culture among economic agents, consumers, the academic community and society in general;
  • Ensure the alignment, articulation, and implementation of actions of the National IP Strategy with the purposes and guidelines of innovation, development, competitiveness, and culture policies, as well as directing measures to restructure and strengthen the administrative bodies responsible for IP services;
  • Make the IP regulatory environment more transparent, secure, and predictable concerning the demands of a dynamic and innovative global market, and, whenever possible, simplify procedures to facilitate access and use of the system;
  • Raise awareness and enlighten society regarding the relevance of Intellectual Property Rights;
  • Encourage the production of prospective analyses on the use of IP, to identify technological trends, challenges for its protection over new technologies, and new ways of appropriating creations protected by Intellectual Property Rights and encouraging the use of databases to support innovation and the creative economy;
  • Strengthen Brazil’s strategic insertion in international IP forums, encourage the presence of Brazilian cultural productions and innovations abroad, and promote a domestic business environment favorable to attracting foreign investment.
